A transporter cannot carry such goods at a per-kg rate set for dense cargo, so part-load billing uses chargeable weight: the higher of the actual weight and the volumetric weight. Multiplying a consignment&#8217;s length, width and height in decimetres gives its volume in CDM; the transporter then applies a conversion factor to turn that volume into kilograms. Navata&#8217;s FAQ gives its own factors: for Andhra Pradesh, 2 CDM equals 1 kg, so length by width by height in decimetres divided by 2 is the chargeable weight; for Tamil Nadu, Karnataka and Pondicherry, the CDM figure is divided by 2.5.
